I would imagine things would be utter chaos: Germany would not only have to send hundreds of thousands of German soldiers and police, but they would also have to control Newspapers in a way that a) people trusted what they said and b) the population supported everything that German occupational security forces were doing, the way the American media supported the rise of organizations like the FBI in the real life timeline. I think this has happened, and it's referenced in the show, but the actual Germans have a surprisingly large influence over the area they control.

I think it's obvious that if the United States had surrendered, they would have formed a collaborationist government, just as the Germans, Japanese, and East Germans did after the actual war. The whole premise I find a bit perplexing, are we seriously supposed to believe that the Japanese and German governments are running every facet of American life twelve years after the war with little resistance? I would like them to focus more on the aspect of collaboration, which they did at the end. Ok, watched the first episode: it got better toward the end.
